Revise process to set “business improvement zone” levies on property owners

To permit assessing “business improvement zone” levies on property owners on the basis of factors other than the relative benefits they receive from the entities’ spending, and instead base the levies on assessed value, taxable value, square footage, street frontage, and “any other factor relating to assessable property identified in the zone plan.” Also, to permit "proportional voting" in the process for authorizing one of these zones.
