Make gross negligence by government officials and staff illegal

To revise a law that prescribes the liability associated with an exercise or discharge of a governmental function, by adding a definition of “gross negligence,” defined as “to demonstrate a substantial lack of concern for whether an injury results.” See also Senate Bill 1030.
