Make gross negligence by government officials and staff illegal

To place in law that an officer, employee, volunteer or member of a government board, council, commission or statutorily created agency task force of a governmental agency shall not engage in conduct that amounts to gross negligence. This is linked to Senate Bill 1031, which defines gross negligence as conduct so reckless as “to demonstrate a substantial lack of concern for whether an injury results”.
