Authorized psychological evaluations with convictions

To empower judges to order that a criminal defendant undergo a psychological evaluation after being convicted or entering a guilty plea but before sentencing. A prosecuting attorney, defense counsel, or defendant would be authorized to request (not order) a psychological evaluation, and defendants could refuse to participate.
