Revise circuit court details

To establish that the 27th judicial circuit court consists of the counties of Newaygo and Lake (but no longer Oceana), and that the 51st judicial circuit consists of the counties of Lake, Mason and Oceana. In short, Oceana County would be shifted from the 27th circuit to the 51st. Also, the 78th district court would shift from Newaygo and Oceana Counties to Newaygo and Lake Counties; and the 79th district would include Mason and Oceana Counties instead of Mason and Lake Counties.
