To partially repeal a provision of the state law that authorizes local zoning restrictions by repealing its preemption of local restrictions on gravel and aggregates mining. Under the bill this would apply only to a mine expected to extract less than a million tons over its lifespan. See Senate Bill 429, which would impose a state permit mandate on aggregate mining.
