2021 Senate Bill 431: Establish sand and gravel mining regulatory regime, fees

To partially repeal a provision of the state law that authorizes local zoning restrictions by repealing its preemption of local restrictions on gravel and aggregates mining. Under the bill this would apply only to a mine expected to extract less than a million tons over its lifespan.
