Authorize local Great Lakes sea wall permits

To allow local governments to give permits for Great Lakes shoreline dredging, spoils placement, temporarily use of heavy equipment and building seawalls, revetments, or other shoreline stabilization structures on the landward side of the ordinary high-water mark, and also waive requirements for a state permit. The bill would require state environmental regulators to promulgate rules for this.
