Create exemption to individual holding more than one job for a government

To revise a law that restricts government employees in larger communities from holding more than one job with their government employer. The bill would extend to police officers and chiefs an exemption that lets fire fighters and chief be on the payroll as an Emergency Medical Technician, and raise the population threshold for these exceptions to local governments with a population of 40,000 or less, up from the current 25,000 limit.
