Remove restrictions on which defendants can use non-adversarial specialty courts

To make an exception to the rule that a defendant referred to a “drug court” who then commits another crime may remain in this non-adversarial process that offers treatment instead of jail if the judge first consults with the “treatment team” to whom a defendant was consigned, and the prosecuting attorney does not object.
