Revise pawnbroker pistol rules

To establish that a pawnbroker that receives a pistol for pawn must obtain a pistol sales record from the customer and retain that record for the duration of the loan. If the pawnbroker ends up taking title of a pawned pistol the record would then be turned over to the State Police. House Bill 4630 would remove a ban on pawnbrokers accepting pistols.
