Reduce limits on criminal sexual conduct lawsuits

To establish that the doctrine and law authorizing governmental immunity from lawsuits does not apply to conduct involving criminal sexual conduct if the governmental agency or an employee or agent knew or should have known that perpetrator had committed a prior act of criminal sexual conduct and the agency did not act.
