Mandate age verification for vape sales

To remove flavor and similar restrictions on the sale of vapor products to adults age 21 and older, authorize civil penalties for store employees who fail to diligently check IDs, and authorize state "compliance" inspections on any establishment that sells tobacco products, vapor products, or alternative nicotine products.
