Extend certain state prison policies to private prison

To extend to a private prison in Baldwin the same penalties on individuals who provide drugs or alcohol to prisoners that apply in state-run prisons, and also a provision that leaves decisions about prisoner cell phone use up to the operator of that facility (in state prisons the Department of Corrections makes these decisions).
