Create “Childrens Cabinet”

To establish a state “Children’s Cabinet” that would consist of various state department heads and a state “children's ombudsman.” This group would hold hearings and solicit information from agencies and organizations that deliver services to children. It would develop funding sources to “better coordinate services,” and would assist and advise the governor in developing a “children's budget" for all services and programs for children under age 19 and their families. This would aggregate all the line item spending for services and programs delivered to children, without necessarily providing new spending. This entity would also produce an annual report detailing its work and goals.
