Repeal (qualified) ban on local anti-mining zones

To repeal a state preemption of local zoning ordinances that restrict mining for “valuable natural resources.” The bill would allow this if specified “very serious consequences” would result. In general, current law aims to consolidate the regulation of such activities at the state level.
