Revise “service of process” procedures

To revise “service of process” procedures in legal matters, which refers to delivering a notice that legal action involving a person has been initiated. The bill would replace an affidavit stating the facts of service as proof that service of process has been made with a slightly more detailed “verification of service” statement.
