Increase license plate transfer fee

To increase the fees imposed for the transfer of license plates from one vehicle to another from $8 to $10, and also tack-on a new fee of $5 for certain transfers depending on the relative value of the vehicles, which is expected to bring in around $2.3 million more for the road fund.
