The tax would go into effect when owners controlling at least 40 percent of the hotel and motel rooms in the jurisdiction request a referendum of all owners, with lodging owners getting one vote per room. The tax would go into effect when the owners controlling at least 40 percent of the “transient facility” (hotel and motel) rooms in the jurisdiction, with lodging owners getting one vote per room.
