Prohibit schools from limiting number good teacher ratings

To prohibit public schools, and the administrators who conduct teacher effectiveness evaluations, from imposing or maintaining a limit on the number of teachers rated “highly effective.” Current law requires teachers to be rated using four categories, highly effective, effective, minimally effective and ineffective.
