2019 House Bill 4123: Expand reach of “blight” liens
Introduced by Rep. Karen Whitsett D-Detroit on February 5, 2019
To allow a local government to foreclose on property owned by a person who has failed to pay fines imposed by “administrative hearing bureaus” that most cities are allowed to create for enforcing "blight violations" outside of regular courts under a 2003 law. Under that law, cities already have the power to place a lien against the blighted property, and this bill would also allow liens against any other property the person owns in this state.   Official Text and Analysis.
Referred to the House Local Government and Municipal Finance Committee on February 5, 2019
