To establish that if a person working as a professional at a college or university, or who is paid or volunteers to conduct athletic activities, has reasonable cause to suspect that a student has been the victim of a sexual assault at the institution and fails to report it police and the institution, he or she can be sued for the proximate damages caused by the failure, and is also guilty of a crime punishable by two years in prison (or half that for volunteers).
