Increase child pornography penalties

To authorize enhanced felony penalties of up to 10 years in prison and a $50,000 fine for knowingly possessing or accessing child pornography depicting a prepubescent child if the person knew or had reason to know it was a child. Second offenses would be subject to a mandatory minimum sentence of five years.
