Mandate 16 weeks of paid leave at birth of an employee's child

To impose a mandate on employers to give full time employees at least 16 weeks of paid leave related to the birth of an employee's child, with violations subject to a $1,500 fine. Employers would also be subject to extensive record-keeping requirements.
