To legalize the possession and use of marijuana by adults age 21 and older in criminal and civil law. The initiated legislation would put in place a comprehensive regulatory regime and impose an array of expensive licensure mandates on the production, sale and delivery of marijuana. Retail sales would be subject to a 10 percent excise tax (plus sales tax). Local governments could ban or limit “marijuana establishments” including retailers but not impose regulations that do not conform with this proposed law. An initiated law goes into effect if passed by a majority of the House and Senate (no governor signature needed); if not passed by both houses within 40 days it then gets placed on the next general election ballot (November 2018 for this one).
