Make using multiple ballot signature names a felony

Also, to make it a misdemeanor to sign a petition with a name other than one’s own, make a false statement in a certificate on a petition, or falsely sign a petition as a circulator. This would affect nominating petitions, qualifying petitions, petitions to form a new political party, and recall petitions.
