Authorize internet provider subsidies

To authorize state subsidies in the form of cash grants to internet service providers in “underserved” or “economically distressed” areas as defined in the bill. The bill does not specify where the money would come from, but it would authorize a board of political appointees comprised of local government and internet service provider interests to choose who gets some of it.
