Revise speed limits and related rules

To revise the process for establishing local speed limits that vary from ones prescribed by state law. Variances would have to based on either the number of points of entry to a road (driveways) or a traffic study that determines the speed at or below which 85 percent of vehicles travel. This is part of a speed limit revision package consisting of House Bills 4423 to 4427.
