Revise detail of letting certain disabled workers "buy" Medicaid

To amend a law that allows certain disabled individuals who otherwise are not eligible for Medicaid to pay a means-tested fee to get these benefits, so that it conforms with the federal health care law’s Medicaid expansion <a href="http://www.michiganvotes.org/2013-HB-4714"> adopted by the legislature</a> in 2013. The bill would also cap the aggregate premiums collected under this program at $3 million annually.
