Expand auto theft prevention authority to scrap metal

To expand the duties of a state automobile theft prevention authority to include thefts from dwellings and other structures. The bill would impose a new $1 tax on each property and casualty insurance policy sold in the state. Under current law the auto theft entity is supported by a $1 tax on auto insurance policies.
