To place before voters in the next general election a constitutional amendment to declare that collective bargaining is an individual right, including for government employees. Under current law (but not under the constitution), public schools and local governments are compelled to bargain with government employee unions to determine pay and benefit levels. Under the proposed amendment, this law could not be repealed.
