To prohibit public schools and state universities from discriminating against a student or parent on the basis of religious views, or restricting the expression of those views on any otherwise permissible subject, in a manner that does not apply to the expression of non-religious views. This would apply to coursework and homework assignments in addition to classroom speech. Also, to require schools to give religious groups the same access to facilities as non-religious groups.
