2013 Senate Bill 176: Revise guardianship appointment detail

To establish that a person interested in the welfare of a vulnerable young adult may petition for a finding of incapacity and appointment of guardian effective on the minor's 18th birthday during the six months prior to that birthday, and allow a court to set a hearing during that six month period.   Official Text and Analysis.
