Replace diesel and gas tax with higher sales tax

To revise details of the motor carrier fuel tax refund provisions to reflect the proposed repeal of the tax and replacement by the sales tax increase proposed by Senate Joint Resolution J. The motor fuel carrier tax is designed to tax interstate truckers for the fuel they burn in Michigan but not the fuel they burn outside the state.
