Allow youthful offenders to avoid permanent record multiple times

To allow a repeat criminal defendant under age 21 to be assigned multiple times to “youthful trainee status,” which provides a mechanism for not including the offense on the youth’s permanent record. Under current law a person can only exercise this privilege one time.
