2012 Senate Bill 1239: Allow “strict discipline” charter schools to borrow for infrastructure

To allow a “strict discipline academy” charter school authorized by the state school code for students whose conduct threatens the safety of staff and other students in regular schools to borrow and incur long term debt (“sell bonds”) for school buildings, which regular charter schools are not allowed to do.   Official Text and Analysis.
