Expand agricultural vehicle tax and load limit exemptions

To exempt vehicles and trailers “adapted” for agricultural use in from vehicle registration taxes by defining them as “implements of husbandry” (which under current law includes tools like reapers, planters and spreaders towed across fields by farm tractors). If used in farming operations, this would allow trailer combinations of unlimited size, length, and weight on roads except for freeways.
