Expand liquor license restrictions

To expand the liquor license law’s prohibition on a licensee acting to “manufacture, manufacture for sale, sell, offer or keep for sale, barter, furnish, import, import for sale, transport for hire, transport, or possess any alcoholic liquor” except in compliance with this (extremely) comprehensive regulatory regime, so that it would also ban doing any of these things “directly or indirectly”.
