To revise the allocation of wild turkey hunting license fee revenue to allow using it to create and manage wild turkey habitat on state land, do annual wild turkey population surveys, and random disease testing, with the money allocated on a per-acre basis as much as possible (rather than mostly spent in just a few areas).
