Transfer closed DNR campgrounds to new campground owners

To transfer a number of specific campgrounds that the Department of Natural Resources has recently closed to either the local township or county, or to sell them to the highest bidder, with the condition that the property continue to be used as a public campground. The new owner could not let local residents use the site for free while charging non-residents; if fees were charged they would have to be the same for all.
