Impose air permit “cumulative impact” mandate on certain applicants

To impose additional air emissions permit regulations if more than 35 permittees are located within a particular zip code. The permit applicant would have to submit a “cumulative impact” study to the Department of Environmental Quality, and be subjected to at least one public hearing. See also House Bill 4901, to create an “environmental justice” regulatory regime.
