2011 House Bill 4932: Revise Detroit powers population threshold

Public Act 288 of 2011

Introduced by Rep. Jimmy Womack D-Detroit on September 13, 2011
To revise the population threshold in a law that authorizes the Detroit public library system’s designation as a “cooperative library” system. The Michigan constitution prohibits passing “local acts” with less than a two thirds majority vote in the House and Senate, so the legislature has circumvented this by granting certain privileges or exemptions to “a city with a population greater than 1 million,” later revised to 900,000, and then 750,000. This bill changes that to 600,000.   Official Text and Analysis.
Referred to the House Local, Intergovernmental, and Regional Affairs Committee on September 13, 2011
Reported in the House on October 20, 2011
Without amendment and with the recommendation that the bill pass.
Received in the Senate on December 13, 2011
