Revise forestry development rights agreement tax break details

To increase from 320 to 640 acres the maximum amount that can be entered in a development rights agreement <a href="http://www.michiganvotes.org/2005-SB-912">program</a> that provides property tax exemptions for certain forestland that is managed and harvested according to approved good forestry principles. Also, to require a $25 application fee to enter the program.
