Streamline hazardous material spill regulation

To allow but not require the Department of Natural Resources and Environment to promulgate generic rules on hazardous material cleanups, and change certain definitions in the law, in conformance with the project of House Bill 6356 to 6363, which would replace such rules with a process by which the department would judge the adequacy of cleanups on a case-by-case basis. The bill would establish that a guideline, bulletin, interpretive statement, or operational memorandum of the DNRE could not be given the force and effect of law.
