Extend littering penalties to cigarette butts

To explicitly include “cigarette butts” in the definition of “litter” in the law that establishes penalties for littering. Among other things this would authorize a fine of up to one year in jail and a $500 for throwing a cigarette butt from a car. Civil fines for littering in general include community service and fines of up $800 for objects less than one cubic foot in size.
