Expand MSHDA housing subsidies

To reorganize the Michigan State Housing Development Authority as the "Michigan Community and Housing Development Authority;" expand the allowable uses of one of the funds it controls to include "foreclosure prevention and assistance, ending homelessness, individual development accounts, and predatory lending prevention;" and authorize housing project subsidies from this fund in "downtown areas or adjacent neighborhoods" in addition to the current eligible areas.
