To require local government “ethics boards,” which would receive complaints concerning alleged unethical conduct by a public officer or employee from any person or entity, inquire into the circumstances, and make recommendations concerning individual cases to the appropriate enforcement authority. To expand to local an exception that allows a public officer to accept a gift that is for the state, to also apply to gifts to local political subdivisions.
