To require local government “ethics boards,” which would receive complaints concerning alleged unethical conduct by a public officer or employee from any person or entity, inquire into the circumstances, and make recommendations concerning individual cases to the appropriate enforcement authority. The bill amends a state law that provides penalties for bribery, conflict of interest, and related violations by officials. Official Text and Analysis.

To expand to local an exception that allows a public officer to accept a gift that is for the state, to also apply to gifts to local political subdivisions.
