Require low sulfur diesel equipment on certain road projects

To require that all diesel-powered construction vehicles and equipment used by a state agency or a company contracted by a state agency in counties deemed to be out of compliance with federal air pollution and ozone standards must use ultra-low sulfur diesel fuel, and the "best available" pollution-reducing technology. This would apply to road construction and other equipment.
