To give local governments the authority to levy a special property tax assessment on privately owned property "that benefits from the improvement," for the purpose of funding the separation of storm water drainage and footing drains of individual houses. Instead of running into public sanitary sewers, after separation runoff from the home would then flow into public storm water sewers.
