To replace a 0.75 percent tax on health insurance claims with revenue from a use tax on Medicaid Health Maintenance Organizations in a process used to “game” the federal Medicaid program to get higher federal payments to Michigan’s medical welfare establishment. The bill is part of a package comprised of Senate Bills 987 to 990 that also revise various state funds, earmarks and program details to accommodate the change.
