To require law enforcement agencies to collect not just the fingerprints of suspects arrested in certain serious crimes, but also to collect “biometric data” if the arresting agency has the capability to do so, defined as palm print images; digital full-face and profile images; images of scars, marks and tattoos; descriptive data associated with identifying marks, scars, amputations, and tattoos; and more.
